President Donald Trump on Friday delivered words of comfort at a solemn Pentagon ceremony marking the attacks of Sept. 11, 2001, and edged close to embracing policies he has long criticized — a measure of the distance he has traveled since deploying U.S. military power in the six-month-old war in Iran.
